沒有買賣，沒有殺戮
曾經有媒體報導有人為了籌錢買iPad不惜賣掉自己的身體器官，這種做法委實讓人吃驚。美國Medical Transcription網站公布了一份美國黑市的人體器官交易價格圖，從上面的數據可以看出，交易價格最高前三種器官依次是腎臟、肝臟以及心臟。全國每年有150萬名需要器官移植患者的等待，但只有1萬多人能進行，供需不平衡，產生巨大的缺口，又因中國、印度及巴基斯坦、孟加拉等國的人民極度貧困和缺乏健康常識，催生了一個本不該有的行業——人體器官買賣，讓活體器官買賣的地下市場依然活躍。 畫面呈現活體器官如擺放在超市中販售的生鮮食品般廉價，販售的日期是12/10世界人權日，藉以諷刺中國、巴基斯坦、孟加拉等國家活體器官買賣的過於平凡，許多人往往在失去寶貴器官後，才感到生存困難。

人口販運不僅是人權議題，更是跨國犯罪問題，為有效打擊人口販運之犯罪，聯合國於2000年通過打擊有組織犯罪公約，關於預防、禁止和懲治人口販運，特別是婦女和兒童之任擇議定書。而早在聯合國通過議定書之前，美國也於2000年通過TVPA（Trafficking Victim Protection Act 保護人口販運之被害人法案）法案，歐盟則於2002年通過關於打擊人口販運的議架構決定，並於2005年通過反人口販運公約。由上可知，人口販運已成為全球共同面對的問題。 近二、三年開始，台灣政府對才開始重視人口販運問題，並採取行動。本文將嘗試說明現今台灣面對的人口販運現況，以及政府與民間所做的努力，並試著分析當前所面臨的挑戰與未來努力的方向。
