Der UN-Studie über Gewalt gegen Kinder (United Nations, 2006) zufolge werden weltweit schätzungsweise 1,8 Millionen Kinder pro Jahr zur Prostitution und Pornografie gezwungen und 1,2 Millionen Kinder werden Opfer von Menschenhändlern. Sie werden als Arbeitssklaven verkauft oder unter falschen Versprechungen in die Prostitution gelockt. Die Vereinten Nationen, einzelne Staaten, internationale Gremien wie beispielsweise der Europarat und zahlreiche NGO’s haben seit Beginn der 1990er Jahre wichtige Schritte unternommen, um Kinder zu schützen, effektive Präventionsarbeit zu ermöglichen und die Verbrechen international strafrechtlich zu verfolgen. Drei Weltkongresse zum Schutz von Kindern vor kommerzieller Ausbeutung haben das Thema auf die Tagesordnung der internationalen und nationalen Politik gehoben.
