Financial Feasibility Study: “Sustainability Fund for Compensation”
Access to compensation in the whole region of Serbia is assessed as the weakest link in the overall system of protection and assistance to trafficked persons, although the Council of Europe Convention on Action against Trafficking in Human Beings – ratified by Serbia, Bosnia and Herzegovina, Macedonia and Montenegro – requires all signatories shall provide in their internal law for the right of victims to compensation. Compensation of non-material damages is rarely awarded to trafficked persons, and only after long and exhausting court proceedings. Moreover, the enforcement of court decisions is often inefficient, especially having in mind that many perpetrators do not formally have any assets.
