Since Amnesty International published its first report on labour exploitation of agricultural migrant workers in the agricultural sector, the Italian authorities have failed to effectively address the problem and to ensure that victims of labour exploitation have access to justice and can obtain full remedy. Italy’s restrictive implementation of the EU Employers’ Sanctions Directive, along with its failure to amend its migration policy and repeal the crime of ‘illegal entry and stay’, pose a serious threat to the full enjoyment of the human rights of migrants in an irregular situation.
