Exploitation in the name of education: Uneven progress in ending forced child begging in Senegal

This 2014 Human Rights Watch report describes the current situation in Senegal with regards to child beggars, two years after the Senegalese president proclaimed, “strong measures will be taken to end the exploitation of children, under the pretext that they are Quranic students. This tragedy demands that we intervene and identify every site like this one that exists. They will be closed and the children provided for.” It provides an assessment of the country’s progress in this matter, and recommendations for the future.
